Africa stands at a digital crossroads. The continent’s mobile phone penetration, growing tech ecosystems and youthful population create enormous potential for digital-driven growth. Yet the risks of digital exclusion — of a new technological divide that deepens existing inequalities — are equally real.

South Africa faces this challenge acutely. While the country has a relatively advanced digital infrastructure by African standards, access remains unequally distributed. Rural communities, township residents and lower-income households face barriers to meaningful participation in the digital economy.

SPoT’s Digital Transformation work stream is developing a comprehensive agenda for an inclusive digital economy:

**Infrastructure Access**

Universal broadband access is a prerequisite for digital inclusion. South Africa must commit to affordable, reliable internet access for all communities, with particular focus on rural and township areas currently underserved.

**Digital Skills Development**

The digital economy requires new skills. Education and training systems must be reformed to ensure South Africans are equipped to participate in and benefit from the digital economy, not merely to be served by it.

**Data Sovereignty**

South Africa’s data — generated by South African citizens and businesses — must be governed in the interests of South Africans. This means strong data protection frameworks, clear policies on data localisation, and ensuring that the value generated from South African data benefits South Africans.

**Digital Entrepreneurship**

The digital economy must create opportunities for South African entrepreneurs, particularly those from historically excluded communities. This means targeted support, procurement transformation and access to capital for digital businesses.

The digital revolution is happening whether we engage with it or not. SPoT believes South Africa must shape that revolution, not simply be shaped by it.
